My Abuela came here today and they couldn't help her as she has no smart phone to translate. More like Franklin County lack of Public Health. Recently they fired someone who was perhaps their most valuable employee, a spanish translator for the 4th highest per Capita area of Hispanic speakers in Iowa. If their mission isn't to increase the the health of their community they shouldn't exist, or rename it to the "The Department of We Don't Care About the Communitie's Health but Need to Fulfill Some Federal Requirements to Receive Our County Tax Money".
